June 2017 — This resource explains the rationale and the process for implementing the gender strategy for the Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project. It is divided into four sections: background on the LINKAGES project and the need for gender integration in HIV programming for key populations, guidance on gender integration in U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programming, project priorities and tools for gender integration, and monitoring and evaluating gender-integrated HIV programming in the project.
